Preparation for the Sustainability of the Abu Rawash Wastewater Treatment Plant

GENERAL PROCUREMENT NOTICE (GPN)
1- The Arab Republic of Egypt has received a Grant from the African Development Bank under the Urban and Municipal Development Fund (UMDF) to finance the Feasibility Study and project preparation documents of “Sustainability of the Abu Rawash Wastewater Treatment Plant through Shabramant Wastewater Treatment Plant project.
2- The strategic objective of the project is to finalize the strategic planning of the sustainability of Abu Rawash Wastewater Treatment Plant (WWTP) complex and its readiness, ensuring the feasibility, soundness, sustainability and cost-effectiveness of the Shabramant WWTP (SWWTP) that will accommodate the future inflow of ARWWTP complex.
The Grant will finance the preparation of the technical feasibility study to develop Shabramant WWTP and its required lifting stations along with the pipelines.
The data collection will comprise the data of the recently updated master plan concerning transfer the flow to Shabramant WWTP and carrying out the financial analysis report and economic feasibility report as well as support the preparation of detailed design and of the bidding documents for the development of the wastewater facilities, lifting stations, and pipelines including the Environmental and Social Impact Assessments reports, Climate Change Risks Assessment, GHG net emissions estimation and Gender Analysis.
3- The Construction Authority for Potable Water and Wastewater (CAPW) – Ministry of Housing, Utilities and Urban Communities will be the grant’s executing agency.
4- The project components for “Sustainability of the Abu Rawash Wastewater Treatment Plant through Shabramant WWTP project are:
)i) Strategic Planning and Feasibility Studies;
)ii) Detailed Design Tender Documents, Environmental and Social Impact Assessments, Climate Change Impact Evaluation, and Gender Analysis; for the wastewater treatment plant and its required complimentary works (lifting stations and pipelines) and
(iii) Technical Assistant (TA) Management.
5- Procurement of goods & Consultancy services will be in accordance with the Bank’s Procurement frameworks for October 2015, which is available on Banks’s website at www.afdb.org
