Assignment Name: Conducting a Feasibility Studies for Water and Sanitation Projects in Upper Egypt
(Luxor, Aswan, Qena, And Beni Suef)

1- The Arab Republic of Egypt has receipt financing from the African Development Bank and the African Development Fund (As
Administrator of the RWSS Trust Fund)
toward the cost of the INTEGRATED RURAL SANITATION IN UPPER EGYPT- LUXOR (IRSUE-LUXOR)
and intends to apply part of the agreed amount for this grant to payments under the contract for
conducting a Feasibility Studies for Water and Sanitation Projects in Upper Egypt (Luxor, Aswan, Qena, And Beni Suef).
2- The Integrated Rural Sanitation in Upper Egypt program in Luxor (IRSUE-Luxor) contributes to the National Rural Sanitation
Program (NRSP) objectives aiming at expanding access to sanitation services to 60% in Luxor governorate by the end of the program.
Its specific objective is to provide integrated sanitation systems in “population clusters” located in Upper Egypt’s rural areas.
The Program aims at collecting, conveying and treating wastewater generated by the local population, thus contributing
to increase coverage of improved sanitation leading to improving the environment for the populations living in these areas.
3- The objective of the assignment as follows: –
– The services included under this project are conducting detailed feasibility studies for prioritized water and sanitation
projects identified in the needs assessments across four Upper Egyptian governorates: Luxor, Aswan, Qena, and Beni
Suef, conducting validation of demand and conceptual report, conducting feasibility Study including preliminary design,
preparing detailed design / design Build documents, and preparing Environmental and Social Impact Assessment (ESIA(.
– The estimated level of effort is 56 man-month and the total estimated duration of the consultancy services will be 42 weeks
4- The Ministry of Housing, Utilities and Urban Communities (MHUUC)/ Program Management Unit (PMU) now invites
eligible consultants to indicate their interest in providing these services.
Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).
Consultants may constitute joint ventures to enhance their chances of qualification.
5- Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African
Development Bank’s “Rules and Procedures for the use of Consultants” for the Bank Group-funded Operations”, dated
October 2015, which is available on the Bank’s website at http://www.afdb.org.
using the Consultant’s Quality and Cost Based Selection (QCBS) method.
The shortlisted criteria are as follows:
The consultant in this project is a firm or a consortium of firms (Joint Venture with local offices are encouraged) that should
have the following qualifications and expertise:
(1) The consultant should have at least 15 years of national and international experience in engineering consultation at a
country/regional scale.
(2) At least 2 completed similar assignments/tasks in the last 10 years of experience in water and wastewater projects
including preparing preliminary designs, feasibility studies, environmental and social studies, detailed designs and
tender documents.
(3) Independence and Impartiality: The Consultant shall provide independent and impartial technical, financial, economic,
environmental, and social advice and shall have no commercial interest in any other contracts or agreements related
to the Project.
(4) Qualified Personnel: The Consultant shall employ suitably qualified professional staff with demonstrated competence
in the areas outlined in this ToR.
The team shall possess expertise in water and sanitation infrastructure, feasibility studies, environmental and social impact assessment, and project management.
(5) International Best Practices: The Consultant shall adhere to international best practices in all aspects of the assignment,
including environmental and social safeguards, gender equality, and stakeholder engagement.
(6) Language Proficiency: All key personnel shall be fluent in English. Knowledge of Arabic would be an asset.
(7) Familiarity with the environmental, social, and regulatory context of similar regions or Egypt.
